• Standardised, drab packaging. Packaging across all previously exempted tobacco products including premium cigars & pipe tobacco will be standardised to a drab dark brown matt finish (Pantone 448 C) with standardised, plain fonts. All brand logos, metallic foils, and decorative branding will be removed.

• Loss of visual and tactile appeal. Consumers will lose the visual and tactile appeal of traditional packaging. Evidence indicates that removing branding elements reduces the perceived prestige, social status, and enjoyment associated with tobacco consumption.

• Loss of vitolas and restricted packaging types. The proposed regulations mandate uniform pack shapes (restricted to permitted cuboid, cylinder, pouch, or soft material formats) and rigid opening mechanisms. Premium cigars are traditionally packaged in bespoke wooden boxes, humidors, tins, or sliding-lid boxes tailored to specific vitolas (cigar sizes, shapes, and ring gauges). Requiring strict cuboid/cylindrical plain packaging and health warning coverage restricts the traditional wooden and metal packaging used for authentication and humidity maintenance. Because adapting production for niche shapes is costly for manufacturers, consumers are likely to see a loss of vitolas, as manufacturers streamline product lines and pull lower-volume cigar sizes and specialty ranges from the UK market.
